G-10 countries including INDIA & CHINA

Well, for starters, because if the signatory nations choose not to honor the agreement and started a war, the only remedy is military action in response.

Which kinda defeats the purpose.

Because man has free will and such an agreement would not be worth the ink used to sign it.
