Go to http://www.freecycle.com. You can trade stuff for free and they have everything. If people can get rid of kitchen sinks on the site, I'm sure you can find your neopets.

Go to Thrift shops or Salvation Army Stores. There are plenty of them there for cheap. I buy them for my parrots to chew up.
