Call and ask to speak to the Post Master. If they do not take action or give you an explanation ask them for contact information for the regional Post Master/Manager. If they won't give you information call the Post Office of a neighboring town and ask for the Post Master there. You don't have to tell them why you want the info but ask to speak to their superior and report your concern to them.
There is a huge bureaucracy in the Postal Service so there is a lot of red tape. But consequences for poor service can be high so take it as far as you can.
Good Luck.

Appear or send a certified letter to your Post Master in the city/town that you live. The Post Master will tackle the problem. Keep it at the local level at first, the higher up the ladder you go, the more chance your 'problem will not be addressed' do to the over load of complaints, suggestions, problems from many other areas. Good question and I hope my answer helps to resolve your issue with your USPS local Post Office. I am guessing you have already tried speaking with the Supervisor at your local Post Office and are following the chain of command for a resolution.
