Neither should get in more trouble than the other. You were mutually insulting to one another.
If your neighbor called you any name and you did not respond by flinging an insult back at them that would make you a more mature person. I'm not sure about the trouble part of your question, trouble with parents?
If someone hits you (physical contact) you can call the police and file assault and battery charges on them. But, if they hit you and then you hit back you don't have a case to call the police. If you were to call the police they would show up and either tell both of you to separate and stay away from each other or they could arrest both of you.

You should both have to apologize. It is up to the person who has authority over each name caller to set the consequences, which will never be the same or equal.
You need to understand that anger comes from a feeling of being undervalued. You need to realize that when you don't control yourself that you are being controlled by the person you don't like. Being emotionally mature includes your not getting your feelings of self-worth based on what other people say or think.
