Get a big piece of paper, and write the word "gambling" in the middle of it. Start thinking of gambling, and write down everything you think of. Write each word on the piece of paper, and draw lines from "gambling" to each item you thought of. Now, look at the paper, and see if anything connects - maybe two or three of your ideas cover the same concept, or maybe not.

Choose three of these ideas, and do the same thing you did for "gambling". By now, you should have a fair idea of what you want to say.

Now, you do some work. Find a website that tells you about persuasive writingl

Gambling end up losing everything, family, children, riches and life. In the great Indian Epic Mahabharata, the pandavas had to lose their wife, their palace and migrate to forests for 13 years and do all kind of jobs not commensurate with their princely status and the battle that folloowed was so horrible. All due to gambling. It is another matter that that was forced on them.

Gambling is freedom of choice. It is all about someone's right to engage in legal activity and personal responsibility. Why do you feel the need to infringe on someone else's right to do what they want with their own time and their own money in a legal activity? Its like me trying to tell you that you shouldn't be allowed to wear a blue dress.

Do you need help with particular approaches to giving a speech or the substance of your argument?

You could argue that with higher taxes or more government laws banning it, it may go down. (Of course, it may just move into the realm of illegal activity so that may not be convincing, but you could try to incorporate that somehow.)
