I've found that certain cell phone companies extend the ring time from 30 to 45 seconds, so when I'm doing my own personalized ringtones, I try to fit them on that time frame so I can listen to the whole ringtone without any problem (but would also cause the person that's calling me to get annoyed cause I didn't answer the call HEHEHE!).

People don't like to wait too much on the other side so short ringtones are the best. I have one that I found on the net of a (brittish) guy yelling "OY!", that sure stands out from the rest of the tones. That's why I recommend shorter tones however (2-5 seconds).

As long as you want it. Your network provider might restrict the length that your phone rings before it switches to voicemail so it would be pointless having a ringtone lasting longer than about 30 seconds. But, in effect, it can be as long as your phone memory permits.
