That depends on your skin. Whatever kind you buy, it's a good idea to make sure that it has sunblock in it.

If your skin is oily, you would want a water-based foundation.
If your skin is dry, then oil based is fine.

Usually you choose the color based on whatever the color is on the inside of your wrist, but I've found that in the summer I go one shade darker. (For blush, squeeze the blood to the tip of your finger and match the blush to that color.)

Face powder will hold your foundation longer. It doesn't matter if you use pressed from a compact or loose, but a compact is easier to take with you.

I love my Bare Minerals foundation. It covers up everything, but yet it looks like I'm not wearing any makeup. Also it improves your skin. It doesn't matter what kind of skin you have because it works for everyone. Try a starter kit from either Sephora or Ulta: It's $45, but comes with 2 foundations, a bronzer called warmth, mineral veil, flawless application brush, and a DVD of How- To's. It's the best make-up that I've ever had and I will not use anything else. Believe me, it's worth the money. It lasts a LONG time too so you should only have to buy the stuff like 2-3 times a year.

I think you should consider skin type and age. Women in their 20s generally need a light coverage, and oil free foundation. As you get older your skin dries and the foundation coverage gets heavier.

There are many different types of foundation: liquid, cream/powder base, stick foundation and mousse.

Once you know your skin type it is easier to recommend which foundation to use, and only then you can decide your budget and brand.

My favorite is Everyday Minerals, tried other mineral makeups & like this one the best. Plus you can get a free m/up kit just pay S&H. Nice way to see if it's going to work for you & it's natural.

If you have oily skin, avoid creamy foundation..try the dry foundation wherein you wet the sponge and apply it on your face to dry. For oily skin, try MAC foundation (light) and if you have dry skin, you can try Maybelline's Dream Matte Mousse based on your skin tone. =) I hope this helps.
