I would not suggest it as wall paper can lift and curl if it has been on the wall for many years. Also the amount of plaster that would be required to cover the area would be more than what would be needed if there was no wall paper on the wall. Which would bring more added costs depending on what color the wall paper is.
I would say its a redneck approach to home renovating.
Plus the plaster with the primer and actual paint colour you wish to use to paint the room will be too heavy for the wall paper to keep against the wall.

You absolutely CAN plaster over wall paper. Plaster and/or Spackle will stick to ANYTHING. The only thing I'd advise though is to only plaster if the wallpaper had not been sized when put on. If it had not been sized ( cause a lot of idiots skip that step ), the wall paper is near impossible to seperate from the wall. If the wallpaper HAD been sized, then it's easy to remove. In that case, DO NOT plaster over it. Only plaster over it if the wallpaper had NOT been sized and is now effectively part of the wall. I am editing my answer here cause I reviewed some of the other idiotic answers and I want to respond to them......... PAY ATTENTION........... You CAN plaster/spackle over wallpaper. Am I making myself clear? You CAN do it. Don't pay attention to the other answerers' advice. They know nothing. Thanks.

Have you considered the possibility of the wallpaper pulling loose?
You use plaster, (wet, right?), and I'll bet the ranch the paper will pull loose.
Why are you using plaster?
Ever heard of Sheetrock?
If your trying to cover an unsightly wall finish, use 1/4" Sheetrock. You'll have to set forward all electrical outlets and switches. Do that for the correct depth before starting.
You might want to remove door and window frames and reinstall over the new sheetrock.

We live in Dallas, TX. Our contractor said it is not an issue to plaster over wall paper. Contractor applied a thin coat of plaster over the 22 year old wall paper and it dried in 24 hours. The contractor is rated by BBB Agency A+ so if it comes off he will come back.

NO get the paper off if your going to plaster anyway you dont have to woory about damaging the wall, the moisture in the new plaster will loosen the wallpaper and youll have a mess.

NOOOOO!!!! The Plaster will like as not fall off, complete with the paper if you even attempt it. If the paper is simply paper, wet it with a garden sprayer and rub with sponge, then go over again, have a cup of coffee, repeat...do this 2 or 3 times, the paper will 'fall off the walls. If it is Vynl surfaced paper, lift one corner of the vynl coat, peel gently, the surface will peel off, then treat as simple paper. If the paper has been painted over, score with a sharp knife at 1 inch intervals, then treat as normal paper,...it may take a little longer, and a few more cups of coffee....

You can do it,but the odds are that the added weight will pull off the wallpaper, some wallpaper is on so well that noting will pull it down, but I suggest you remove the paper first and save a bigger headache later.

Depends what you plaster it with...ketchup could work, it's not too heavy.. humous on the other hand would prolly soak through and cause the paper to peel.
