If it's single elimination, 8 plays 9 first and the winner plays 1 in the quarterfinals. 4 vs. 5, 3 vs. 6, 2 vs. 7. 8/9/1 winner plays 4/5 winner in semis, other two winners play each other.

use a 16 team bracket with 5 byes, thats about the best way to do it.
