At the end of WW2 (1945) Japan's infrastructure was a wreck. There were few production facilities that were not damaged. There was widespread devastation from the Allied bombing. After the war, the U.S. had a major role in rebuilding Japan and establishing new infrastructure.

Until 1945, Japan was ruled by a Monarchy (The Emporer of Japan). When Japan surrendered the Allies helped Japan establish a democratic, constitutional government resembling the government of the U.S. The Emporer of Japan became a figurehead with little real authority.

General Douglas MacArthur was the Commander of the occupational army. After surrender Japan was place under martial law and MacArthur was the defacto governer or ruler of Japan.
