you don't need asp.net to create a menu bar. you can just use simple html (a simple style sheet will do the trick). if you want to make it look attractive, you can create buttons on the adobe photoshop and save it as a jpeg format and just link the button to your desired page. Now if you want to make it look like a professional one, you can use flash or java if you want to have a moving menu or a menu that changes on mouse over.
