You have to partition your hard drive again.
You need to reformat and completely wipe everything and start over though.
If you have a Windows XP CD then during the installation, you can actually set how much memory you want in each drive and partition them the way you want.
It is impossible to just move memory from one driver to another without doing a partition because it's not a file or something tangible through copy and paste.

As you have not told us whether the C and the F or two physical separate hard drives, or divisions on one hard drive, we can not specifically answer the question...but can give guidelines.
If they are partitions of the same hard drive, you can move some of the space from F to C. But you have to give a program for that, such as Partition Magic (which is expensive). If they are tow separate physical drives, you can not move the space.
What you can do is move stuff from C to F. Go through and move all of your picture, music, documents, videos, etc. from the C drive to the F drive. Easy way to do this is to right click on the icon for "My Documents" on the desktop, go into Properties, and click the "Move" button. Browse to the F drive and click OK. It will move everything for you. (If you have more than one user on your PC, repeat for each user).
Also any programs that you have original installs for (Floppy, CD, etc) could be reinstalled to F instead of C. Most programs will run just fine from F. Go into the control panel (start > setting > control panel) and run the Add and Remove Programs. Click on the programs you want to move and "remove" them from your computer. Then reinstall them. Most programs will give you a "custom" setting options or a place to tell it where to install. Use that to point it to F drive rather that c:program files. (You may want to create a Program Files directory on F drive to make it easier to keep track of where things are)
Hopefully between those, you can free up enough space on the C drive to keep your computer running.

well you will have to format the drive and recreate the partitions.
Basically if you insert your operating system CD in ur drive (make sure u back up ur data), then follow instructions and select format the drive - create partition and then select how much GB u want to give for each drive.
you can also use "Partition Magic":
http://www.powerquest.com/home_homeoffice/products/overview.jsp?pcid=sp&pvid=pm80
or
easier way, u can transfer ur data files from C: to F: and basically only keep operating system on C: (depending on total space of C:) and keep F: as the drive for data only.
