Is there any online search possibility?

I don't think there is any online helper. But I belive is going to be a really hard task to do, many people don't change their name on the phone company. Unless they been living in the same house for a long time.
While you are in Mexico try 040 (there is a charge for the service), and they can help you if it's registrated.

I only found this but is for business.
I think there is no online search, maybe u can ask the operator in your city to contact mexico operator, give her the name of the person and the address, and make sure that the person u know is the one who owns the phone, thats means her/his name is on the phone bill.
