Yes, and no. I knew in the military some Don Juans. They routinely relieved themselves before a sex date, so they wouldn't be so sensitive that it was all over in ten seconds. They were looking for 'repeat business', and ten seconds doesn't usually get a second date.
As far as long-term reduction in senstivity, no, rest a day or two and its as good as new.

I have read articles about this in the past and as I recall, masterbating does nothing as far as increasing or decreasing sensitivity. It, however, can be used to help the mental aspect and increase longevity while making love with a woman.

Not at all, if anything it increases sensitivity during intercourse. Non-circumsized men do feel it better than circumsized men though.
