Thats' because watermarks aren't printed. They're incorporated into the paper's manufacturing process. I'd suggest going to a print shop so they can order the specialized stock that you require.

Well, guy you can really print the watermark , whenever at whatever page with the content you want.

i do this many times in a week.

If you are using ms word then., in Manubar click format> background>Printed Watermark

the printed watermark command is just at the end of the opeing menu after all colore ends then MORE COLORS and then FILL AFFECTS, after these there is PRINTED WATERMARK... wish you best of the best!
