they might be referring to george orwell's novel, "1984" of course, in the book they always said 1+1=3. The whole concept is that the oppressive "big brother" government has so much control over the minds of the people that they can say 1+1=3 and the people will believe them. at one point they torture the main character for weeks until he agrees that 1+1=3. that's the only reasonable explanation i can think of for 2+2=5, unless people are just really bad at math.

in George Orwell's book 1984, a significant part of the plot was that The Party controlled everything, and that if they told everyone that 2+2=5, they could make everyone beleive it, even though it is wrong.
It's an example of the party's poweer to manipulate facts in the book...I suggest reading the book for a better understanding

To make you think. 2+2 only = 4 in certain kinds of instances, in euclidian math, it is not set in stone like you are taught in 1st grade. If you are talking vector math 2+ 2 = ~2.8. If you are dealing with limits in your math 2+ 2 can = 5

Usually it's used as a phrase when things don't "add up"... i.e. the conclusions do not logically flow from the data.

Very occasionally it's used by an idiot who can't do basic arithmetic. But that's pretty rare really :P
