We must be evolving some perception beyond the boundaries of 5 sense "reality".

If you see through your eyes your consciousness is there.
If you think about your hand your consciousness is there.
When you look at a hot babe your consciousness is there.

I once heard someone ask a buddha: "When does a look become a touch?" The answer was: "3 seconds."

It's contextual. If you know someone is behind you, you might infer staring if there's total silence, meaning that person is not engaged in conversation and possibly has no other distractions from the sight of the back of your head. Similarly, if you're sitting near someone whose back is toward you, and he suddenly turns around, your eye is likely to be drawn in his direction, thus "confirming" his suspicion that you're staring at him. Note this scenario is more likely to happen in quiet, uncrowded surroundings and not, for instance, in a large crowd attending some entertainment.

when you look at someone, you create a bond between you, that's exactly why when you are in love you stare in your partners eyes. So when someone is staring at you, you feel some sort of impulse, like when someone is calling your name or something. Sort of an intuition. Eyes are indeed a very powerful organ.

I believe it's an undeveloped 6th sense. Some people are more sensitive to it than others.

It is one of our rarely used senses. The animal kingdom still uses theirs quite often, but we have, unfortunately left ours by the wayside.
