you can pretty much build a computer for about 1000 US$ that will meet all these criteria, not counting the monitor. The old computer will be worth something like 25-50 bucks, not counting the monitor

A quick look on Ebay India www.ebay.in suggests something that age is worth around 5000-8000 Rupees
There appears to be plenty of newer, higher spec computers there too (2.8GHz, etc)..... going rate appears to be around 20,000 - 31,000 Rupees
