(I have had the same problem. I am so top heavy, if I gain anymore I might topple over. ) But when I have been small enough to get bras at the Victoria's Secret semi-annual sale (I normally shun the lingerie & skip to the fragance side) I was around the same weight, just had gone down to D. You could have lost weight OR you could if you gained MUSCLE from working out just be firming up and getting tone in the appropriate places, meaning that you can lose some fat and your weight size won't show on the scales at all.
Just remember muscle weighs more than fat, so if you don't lose weight but have gone out and done some extra walking, lifting running, playing sports or anything you body will adjust to accomodate.
And if you are on oral contraceptives, this can fluctuate your weight (especially in the breasts) too (I take them for dysmennorhea)

Yes if you have lost weight. Or if you had children even after some years, probably now you may be sagging, that is loosing muscle. But it is normal either way.

Have you lost any weight recently? This could be the cause of your breasts shrinking.
