O my god I LOVE your question...I don't know how many times I've gone out on halloween and nothing scares me at all!!!

Ideas for you:
dummies with masks on hanging so they look like they are alive and you don't know if they are real or not.
Personally I think the more real they look the scarier...like a normal person doing something hideous. Say an old nice looking lady cooking up some body parts. For example...
The classics are the horror movies...michael, jason, freddy, but put them in scenes like from the movie and then going after people...
pitch black areas are pretty scary but most people hate them.
a freakie "baby" in a cage/crib in a messed up scene...
jars with unusual objects in weird color fluid...science lab
insane asylums, graveyards with zombies, basements, deformed people(elephant man has haunted me since I was a kid)...

I would just have some one simply jump out at people from behind something. it works everytime. also, hang several strands of black thread over head from tree limbs or whatever. The thread will be invisible (at night)
and people will think they are walking through cobwebs.
