How much air is in a gallon of water and gasoline? So are we paying for the full amount of each or is the air part of the meter spinning & the cost?

Zero. It Would be like like asking "how much water & gasoline is in a galllon of air".

NIST hand book 44 tolerence and specifications specifies liquid measuring devices have to meet certain performance test. Weight & Measures officials normally tests these device on a yearly basis. The device are required to have a vapor or air eliminator incorporated within the device (inlet side of the meter). Meter accuracy has to meet 0.5% tolerance meaning if you put in 5 gallons of gasoline in a container the error cannot exceed 5.8 cubic inches(0.025 gallons). Yes I believe you are getting your "full amount" as long as the device complies. Water on the other hand, if contaminated with gasoline will cause your car engine to quit, water will plug up the gas filter. If you feel you are getting ripped off or have engine problem right after filling your car you can filed a complaint with your local Weights & Measures Office, I would suggest you get a reciept of your purchase they do require to have Product ID( unleaded,premium and etc.), pump number(dispenser), price unit(price per gallon),total volume, total cost on your invoice or reciept.

Non or vey little under normal conditions. Whe air you see coming out of the water tap/petrol nozzle is really just the beakup in the flow of the water/petrol as it leaves the tap/nozzle.

None. Air would rise to the top of the tank. Gas is pulled from the bottom.
