There is a huge bank of information on this within the Social Psychology domain. I studied this in depth for my University examinations this year.
Firstly, there is SAD, seasonal affective disorder, which works on the basis of light exposure. If one is not exposed to a certain level of daylight it is possible to become depressed. This is SAD. It is called seasonal affective disorder because there is less light in certain seasons due to the weather and length of the days, e.g winter.
Secondly, when it is excessively and unusually hot, humans become aggressive far more quickly. Wars and civil disturbances occur more frequently in hot countries or on unusually hot days, as do the number of domestic disturbances reported.
However, if the weather becomes unbearably hot, this aggression subsides and is replaced by apathy. It is suggested that this is because the frustration felt at excessive heats bow becomes a determination to avoid the heat at all costs, and the mind becomes one-track.
If the weather is pleasant, e.g. sunny, but not humid, pro-social behaviour (e.g. helping others) increases.
Likewise, if a bellboy reports sunshine to guests in a hotel, they will tip him better than if he reports rain, regardless of whether he says it's hot and sunny or cold and sunny.
There is no end to this research and it's utterly fascinating. If you're intrigued you should perhaps search social psychology sites and books for the effect of environment on people. Smells, sounds, light levels etc all affect human behaviour and mood. It's fascinating it truly is!

I know that the weather can affect group behaviour,(I think extremes of heat and cold make for more aggressive behaviour)
So presumbly it would affect an individual as well.
I have also heard of S.A.D. (Seasonal Affective Disorder) that can affect your mental well being.

There's supposed to be a critical temperature that causes higher rates of violent crime, because people get short tempered; but I don't know if thats an urban legend or not.
I guess mood affects behaviour; I get depressed in winter and cheer up as soon as it starts to get sunnier in spring. I tend to go to bed earlier in winter, and want to lie in longer. I also eat more stuff like chocolate, porridge, biscuits and cake. In summer I like different breads, cheese and fruit and don't eat such big meals.

SADS is a good example. In Germany newspapers not only print weather forecasts they also tell you how the weather will effect your mood and health that day. They have a word for it but I've forgotten it.

the weather can influence the way u think and how you react to things. bright sunny weather makes u happy, and dull, wet weather can make u feel miserable! it's the natural UV light that people are liking, gives a natural high! ever heard of S.A.D (seasonal adjustment disorder) syndrome?

absolutely, it is a well known condition called SAD i think it Seasonal Affective Disorder.
Thats why the suicide rates are so high in scandinavian countries were they have hardly any daytime in winter. Look at London, when it is drizzly and grey instinctlively you feel down

sun makes you feel more up-beat and awake cause it releases
vitamin D, if your feelin down, get in the sun for 20 mins to give u a boost

Yes, when it's sunny, I'm happier.
I have noticed that when it is very windy, it tends to make children more exciteable in the playgrounds.
