It is just a Pacu someone released. Anyone who keeps aggressive fish has seen lots of mouths with teeth like that.

Absolutely yes. New York City has the earth's highest concentration of freaks (and some say of idiots as well but that doesn't pertain to your question so we'll skip it for now) and this human-toothed fish was just another common event in Gotham's daily stew of mayhem and insanity until a reporter with nothing else to do wrote it up to avoid being fired for non-productivity in the newsroom.

As far as info on this interesting thing? You got just about all humanity knows about it in this message. It was really was so common a thing in NYC, that the reporter was fired anyway and currently is without a telephone while job-searching and that always is a difficult thing to do, you know?
