I want to make the cooling bands you tie around your neck after using water to plump the beads inside. I am looking for someone who supplies the beads...

I can't guarantee it's the same thing, but they look a lot like the stuff you can get at the greenhouse for mixing in with your potting soil. Check out the link below for a description.
