Any consideration received by a person from another, where there exists a employer-employee relationship will be termed as income from salaries in the eyes of indian income tax laws.

Accordingly, the stipend paid is taxable as salary income.

Please note that the consultation fees received by a doctor for their consultations in a polyclinic will not be catogorised as salary. They constitutes professional (Business) income and thereby you can claim all expenses directly or indirectly met by the doctor to do the profession in a better way, which you may not be able to do if he is paid Salary as an employee of the Hospital.
