I guess what I am asking is if a GL grants a dispensation or charter does everyone from different jurisdiction have to demit to that jurisdiction or just the new members that join?

It would seem that the military masonic would be for those who were or are in the military, or a Lodge that was originated in a military based membership. Our Lodge was begun by the Railroad workers, so we present the Railroad Degree.
Just a guess on my part.

the military have there own places to live etc, so civvies (people who arnt in the military), don't go there, i don't know why its like that. But its most likely that reason. Also its the same with pubs because they have them on camp tho they can go to a civvies pubs, its easyer to get a hold of them if something was to happen, you can also keep you eye on them...if you knew what most of the army guys are like then youll understand..lol..
