looking for some one who knows what a dry sewer means new sewer system coming to my town?

DEQ said some thing about a dry sewer because we don't have the waste water treatment plant yet so what is a dry sewer system can any one explain it to me need to know before next meeting which is July 29th can't seem to find the answer any where
