Unions finally resolved most of those concerns.
However, Unions eventually created the "near demise" of the railroads by unreasonable demands.
I could get pummeled for that statement, but in light of our transportation woes today, I think that the "lack" of a complete railroad system is hurting this nation in the worst way.
