He would do a visual inspection first.He would look for discoloration,loss of hair, shiny skin,swelling,loss of pain sensation in your legs and he would feel for your pulses in your legs..To accurately diagnose poor circulation he would have to send you to the non invasive lab at the hospital and have them do Doppler studies and visualize your vessels using sonograpy which is a painless procedure.

After asking all the usual questions about your feet, your circulation, your habits (esp smoking), your medications, past troubles with your health
They would look at your feet and check the condition of the skin and nails, feel the temperature of your feet, check the pulses and the capillary return ...
If they are particularly thorough they may do some or many of the following if they think it is appropriate:
tourniquet tests of the legs
hand held ultrasound of the pulses (usually only vascular specialists do this)
check your blood pressure
EKG
urine dipstick test
that's just off the top of my head
