what was the technical failure of INSAT-3C?

I believe INSAT 3-C is alive and well. There was recently a failure of the launch vehicle Geosynchronous Satellite Launch Vehicle GSLV-F02, carrying INSAT 4-C. See the ref., which discusses possible reasons for the failure.
