You can buy a small incubator for as little as $20. If it isn't large enough then just buy two of them.

21 days in the incubator. Day 1-18 turn eggs three time a day ( once every 8 hours ). Stop turning eggs on day 18. Keep temp at 100'F to 101'F. Make sure you have a good sorce of humidity.

When I was a little girl, my dad made one out of an old wooden soda crate with an industrial aluminum light fixture (shade) and a 100 watt bulb. We lined the crate with straw and kept the box in a warm, dry place (in our laundry room) and kept the lamp on the eggs. It didn't take long before our 4 little chickens hatched.
It isn't hard to do, basically, you need a heat source and patience.
I am pretty certain you can also buy small incubators at farm supply stores. They are fairly inexpensive, last I knew.
