There is the possibility it is fungus, but because you've said it's on the fish's face, it may be possible that your fish is a he. That is, it may be in spawning condition.
Male goldfish will develop small white tubercles all over their head/facial area as they prepare for spawning. The spawning process involves running through weeds, debris, rocks, etc. -- that's how the eggs are fixed to something stationary.
If you see normal behavior otherwise, this may be the case. If you see smaller white specks (like salt), over other areas of the fish (easiest seen on the fins), then you've got "ich" -- small parasites that can be remedied at home with metal-based compounds. The pet store should be able to help out.
Good luck!

Sigh Why is it when it's fungus everyone says ich/ick and when it's ich they say fungus? Folks given the above info you can't really tell. Personally this sounds like classic ich signs. "Small white dots, and the fish rubbing itself against things." Are the spots small white like the fish has been sprinkled with salt? That's "ich". Is it white and cotton like? That's "fungus". If you shine a flashlight on the fish does it have a fine gold/red mist on it? That's "velvet".
In all cases I'd advise 1 teaspoon of salt per 5 gallons. (Table salt will work fine.) Take some water from the tank in a glass mix in the salt, stir, then add to the tank. Then get down to your local fish store and buy ich meds for ich/ick, fungal meds for fungus, and velvet meds for velvet.

he probably has a fungal infection.it can be fatal if not treated.go to your local pet store and ask them what they recommend for fungal infections that are threatning your tank inhabitants .they will help you to decide which medication is the best for the type of fish, and size of the tank you are treating.after getting the meds, just follow the doseing instructions that are printed on the package.

Take him to your vet. He could have a fungus on his face that is making him go blind. The vet will give you something to put into the water to get rid of it and he will tell you how to prevent it from coming back.
