Well if he is male and it's just a puddle of pee on you then he's just marking his territory, which is you, lucky thing.
If it's pee that comes out in a stream at you then he's more then likely really desperate to go or scared and unable to control his peeing, if he only does it if you hold him a certain way or he sees another pet or something in your room then try and avoid doing what causes him to do it.
If he's male and the stuff is sticky and a pale white or cream then it's more than likely sperm, this is normal in adolescent rats and will stop with age, it's icky and will stain so clean whatever it touches as soon as you can.
If it's a female rat then it's probably because she needed a pee and couldn't hold it any more (some rats don't learn to wait until they are in the cage to pee anyway) if it comes out in a stream while you hold her or something then the reasons and solution are the same as for a male rat.

Because he loves you and is marking you as his. I have three male rats and they all do it. Get used to it, that is just how it goes. If you want to spend some cash I have heard that if you have him neutered he will stop marking everything.

He's marking you...get him neutered. This may not make it stop, though. A lot of times, once a male has sprayed, it won't stop after being sterilized.
