Well, is it the first time? Have you been together long? If not on the together part then I would overlook it. If he's done it before, I'd have a major attitude about it!! I'm not saying dump him but I'd seriously make his life hell for awhile. Talk to him.

just make sure that you celebrate his birthday in the best possible way ..
guys tend to forget everything and come up with the excuse that they cannot remember dates. he should, however, be reminded that your birthday is not just a part of "everything" .. if he can remember the time when his favourite show is on, he can definitely remember your birthday .. dont push; just make him realize how much you care about him and the rest is up to him ..

i say...just casually bring it up to him, and see what he says...maybe he will get you a belated b-day surprise... guys are like that they forget stuff all the time, but if you love him and don't want to break up with him, then just talk to him about it tell him it hurt your feelings etc....

even though you dont want to dump, you should still dump him, it is a simple thing to remember your gf's bday.
