I know about using parental control and my husband knows how to go to tools and remove the site from the block area. What else can I do to block the sites (porn dvd rental sites) without any cost?

You can't block these sites. If he wants to go on them you can't stop him, short of telling him it is ruining your marriage. Maybe that will work for you. If our spouse wants to disrespect us by doing that we need to make the decision whether we are happy with them doing these things.
