In a book by Marianne Williamson, she speaks of "beginners luck" and what it means. Going into a situation 'not knowing' anything about it, and you are usually good at because you have no reason not to be. The first time you do something, you have no rules or other opinions on how to get it done, so you are allowed to think for yourself. Just be open to it, no fear, no rules, live in the now, be unconditional (like a new born baby), no judgements and you will get your victory.

I think victory of defeat is destiny and luck may not be always. When we take action and work for one goal we become victors. We are destined to do and act in certain ways depending upon our own skill and relative circumstances. Although luck plays its own role it is not a primary factor in deciding whether we are victors or not. It is always the skill which is based on our action and we are determined to be victors.

It really depends on what you are trying to get victory in.
If you mean victory in say, the lottery, than yes, luck is definitely the main ingredient. If you mean in your career, I would say skill.

Victory is to win, and I have learned that we bring our own luck to us and bad luck is brought to us and when bad luck has crossed our path we need determination to get past the bad luck shadowing our path
I have also learned that sometimes to get what we want we have to change how we get what we want. To create change I had to change, it isn't always about getting what you want the way you want it, so I won but it wasn't luck that gave me victory
It was change.
It doesn't matter how much fight we have, we have to accept that sometimes change is the only way to find peace
