glitter and glue...magazine clippings...ribbon....rubber stamps....
paint...markers....food coloring......lipstick (kisses)....charms....stickers....buttons.....
too many to possibly name them all....think outside of the box!...good luck...

i would cut up some old magazines (you can usually find a couple at a 24 hr laundromat if you're THAT desperate) You might be able to bend paperclips into some interesting designs...

what about plastic jugs/bottles? you could cut them into shapes and color with permanant marker? i'd go rooting through my junk drawer and see what i could find!! you could also try using some dry food things, like pasta, or beans, or cinnamon, etc.

you should look at this site, too - they've got millions of ideas, especially for trying to make cool things with no craft supplies!!!

Depending on what the card is used for, you could use bits of lace or lace edging. If you have any bought or home-made embroidery designs, you could add them.
You could use leftover silk flowers...take them apart if necessary and use flower and leaf parts separately.
