It means might makes right. The strong can do anything they want because the weak can't stop them

The powerful will take what they can (from the weak)
The weak will surrender as much as they have to (to the powerful)

It's not an argument, it's just a statement, i.e. 'this is the ugly world we live in'

The powerful take as much as they can and the weak give what they have to, basically the powerful take advantage of the weak, taking all that they will give.

I'll give a contemporary illustration - Israel (the powerful) occupies whatever land it wants, builds a wall whereever it wants, and blockades whenever it wants. The Palestininans (the weak) commit suicide (bombings unfortunately).

There is no argument for it.

It means history is made and written by the powerful. Every empire has its own agenda. Some declare it out in the open and go about achieving it.
Some -like today's USA- hide it in hypocritical false claims but they still go about achieving their goals!

Its the same principle of the Golden Rule - He who has the gold RULES. The weak have no choice but to give in.

why is everybody always picken on me.
because you almost always work for some-one else , and for this wonderfull blessing they take part of your work for them-selves .THIS is how you create a rich person.THE take a little from everyone who works for them .
