It doesn't one take person to steer a country, like the Philippines, towards development. Each and every Filipino should contribute towards building a strong and self-reliant nation. The foremost thing that came to my mind, given the current Philippine situation, is instilling DISCIPLINE. Let's start at the basic. Filipinos lack discipline, e.g. crossing the main highways where jaywalking is forbidden, littering, trying to circumvent laws to their own advantage, abetting corruption (like patronizing "fixers" in government agencies). It is a must for everyone to practice discipline at all levels of daily life. Starting with this will surely have long term-positive repercussions for the Philippines

As an American that has visited the Philippines and married a beautiful Filipino woman I noticed several things that need to be changed.

The first and most important change that would benefit all people in the Philippines is the need for an infrastructure. There needs to be many roads built throughout the country. Good highways that will support transportation of people and products. With a good road system you open many areas for growth. You can build a factory and the raw materials can be brought in and the finished product shipped out. The people can get to the places to work. With that everything can be improved because of easy access.

If you can't move products and people, you can't move forward.

Another thing that would help is to allow foreign investors to build factories. Maybe they would be the ones getting rich, but at least the people would have work.

If I were president there would be many changes .....
1. People who are below the poverty line should only have a limit of 1 child since they have no money to afford to make the kids life better!
2.No MORE littering anybody who littrers anywhere a public place need to pay a fine of P300 so people can learn a lesson.This money goes for something to improve the place.
3. At least one group of teens consisting of at least 50 people or more are in charge of one small tourist spot - Every weekend they should clean it and protect it ...... They need to work together to think of new things for the place. - Teens need to do something else rather than smoke drugs, steal, or anything bad. They are going to get paid too!
4. All kids should attend school. There will be a charity that asks people to donate school supplies for kids.
5. They should have homeless shelters for people who have broken arms and the ones who cannot work.
6. Anybody who didn't finish college between the ages of 18 - 40 ( at least if they're still strong) should go back to school for about a year.
7. Build at least 15 hospitals in really big cities with overflowing population. Doctors and Nurses would be paid like they get paid in the US!
9.Teenagers should not be prostitutes..... if anybody is seen selling their bodies for money thry will be put to jail and the company who hires them. It makes a really bad impression to the country.
10 . Give everybody decent jobs ... NO MORE picking up garbage!!! The more harder the job is the more salary they get !
11. The people in jail they should have nice cells that will make them feel home ....... they should have there own beds and bathrooms! They should not be allowed to smoke or drink so when they come out of jail they'll be a totally different person!

The Philippines has a lot to offer.

As a foreigner, most of the pluses I know about the Philippines have to do with tourism. I have heard wonderful things about Boracay, Cebu and several other beaches. I think we can solve many problems if we build the Philippines up as a good country for foriegners to visit. If Filipinos can be enviornmentally safe, more people will visit beaches IF THEY ARE CLEAN. That would be more money in the tourism industry. That would mean more money and more jobs.

Remove the influence of the Catholic church on politics and start promoting contraception.

Take out a long term loan from the world bank and invest in infrastructure, particularly railways and port facilities, its ridiculous that a 100km road journey can take 12 hours in parts of the Philippines, look what the NLE did for the economy of pampanga and neighboring provinces! Decent Infrastructure is essential to attracting foreign investment.

Corruption needs to be stamped out, encourage citizens to report any and all cases of corruption to an empowered independent monitoring body (similar to the ICAC in Hong Kong) then name, shame and charge the guilty.

Stop entertaining all of Marco's nonsense, throw her in jail and take her assets, complain to the UN for Switzerland to release the money held in Marco's accounts immediately.

Same with Estrada (Erap).

Clean up the capital, the rubbish, the pollution, the tramps, beggars, filth and crap everywhere, corrugated iron shanty towns, decrepit run down houses and shops, filthy dirty black river, graffiti everywhere....make Manila a city for all Filipino's to be proud of, not just Roxas Blvd.

Improve the use of land and agriculture , its crazy that the Philippines has to import rice to meet domestic demand, the Philippines should be exporting a huge surplus for profit!!!!, they have the land and fertile soil, its just been badly managed.

Lift the restrictions on Foriegn ownership of Philippine land and property, the current restriction of not more than 49% owndership has crippled investment and put off many from residing in the country.

Stop the illegal destruction of coral reef through cyanide fishing and dynomite fishing, designate more areas as protected reef and enforce stiff penalties on anyone abusing the reef. Also tighten up the lapse laws governning the exportation of Philippine Fauna, flora and marine life out of the country (did you know that for every tropical fish in the tank at a pet shop, 99 others died in transit, and that the fishermen are paid 1 peso per fish!)

Re-structure income tax for foreign owned companies to encourage investment, then stick to the decision instead of changing your mind after 6 months and driving all the investment away to thailand, malaysia etc.

Restore DISCIPLINE. If the people have discipline, there will be no corruption, no traffic, no flooding caused by garbage, the tax collection would increase and the country would pay all its international debts, etc..

The Philippines is a very rich country, we all need is a leader with political will to make a change..

And i think..I'm the best person to rule this nation..

IF IAM THE PRESIDENT...

first step is to reach people.all classes but give importance to poor people.through the help of local government coz president cant do it widely..and ask them what do they think they are poor?

in my opinion posible causes why they stay poor are:
> they cant find job because they lack education or they are just lazy.difinitely the biggest contributory is lack of education.
> why they lack education? bcoz they have no money to go to school. they are uneducated about the importance of education to their lives..they wont study then marry early and have children and contribute to uncontrollable population..reason again they lack education.

by reaching out to people..we have to educate them..we must have a program that will promote awareness about the importance of education..then help them achieve it.

help them start all over again..give them opportunity.give them
livelihood.then teach them to strive.keep them on update until they can already stand on their own..

if every local community can reach every families then that will be a great success for our country..people dont need to be wealthy..they need enough money for food, for education, for medecines , for simple commodities that they need...

as our family improves the politics and government must improve also.lets fight corruption..better we put up a broadcasting agency that will broadcast every activities of every politician from national to local..we must audit them with the remittances that they receive..so that it wont directly go to their pockets.lets watch their money thay they get from government except of course their personal wealth

COOPERATION IS THE KEY. the question is how can everybody cooperate when government is divided...
How can we PROMOTE ONENESS!
being a president is a broad function.

all we need is a president that can promote ONE NESS.
with faith and fear to GOD.
who is NOBLE.

who have the capabilities to talk to every politician and ask their help to reach people to do their best to improve every lives. and be a better community.

Lot of opportunities
promote education
fights corruption
promotes oneness & cooperation
business improvement
and others...
like promotion of local products
planting industries

the first thing i would do is to have some plan on how to stop our over population problem. people in the philippines should start on using birth control and catholic church should encourage them now especially if they can't support their kids.

have you noticed that most family on poverty line have 5 or more kids. they have difficulty feeding them much less gave them proper education. that's why you could see a lot of kids begging in the street and most of them resort to petty crimes like pickpockets, snatching, robbing ...etc. that causes more problems with the country and turn off tourist.

and second is stop terrorism.

If I were Pres. Arroyo, I would continue building up tourism and focus on sustainable development. The Philippines is very rich in natural resources so I would support farmers and fishermen. I would also think about reforestation so the indigenous people would not be displaced.
