Most managements like this as this helps in keeping the flock together. Its not explicitly agreed to by everyone, but thats what they do. Any one of us who would grow up to those heights might end up doing it.
This is often used as the last ploy when briding the gap fails. And most often attempts to bridge the gap does fail for many reasons.
The leading politicians of the world follow this diligently.

good or bad from whose point of view? History is the victors view of events, divide and conquer is the basis of the Pax Romana and the Pax Britannica. From the Roman point of view, everyone north of the alps was a barbarian, but we have historical proof that the Romans destroyed tribes more advanced than themselves, that they set back European advancement by at least two to three hundred years and that they turned Christianity into Roman propaganda? So the Romans are bad guys! The same can be said for, the British, the French, the Germans, Italians and Spanish, and of course the Americans and the New Pax Americana! In fact anyone who had or has an empire can be bad guys, it's just the way it works.

People who divide others are directly making them weak so as to bring them under their influence or control. History has thousands of legends where people used this triat either knowingly or under compelling situations. We cant say its always bad. sometimes it works out for a good cause too. but however, to divide people is a negative trait and i dont recommend it, unless you are planning to conquer or expand your empire.

Good it shows an inner strength and self confidence. But they can get overconfident and have thier egos busted right before their own eyes. I particularly enjoy that part.
