A toolbar is a window whose buttons represent tools, menu items, or actions. The toolbar can be located along the top, bottom, or sides of a frame window or can "float" and be positioned anywhere on your desktop. You can also have multiple toolbars with a variety of different toolbar buttons using text, bitmaps, or both. The toolbar is a set of buttons, usually with an icon of some sort, that are used to activate a program's function.
A group of buttons which perform common tasks. A toolbar for Internet Explorer is normally located below the menu bar at the top of the form. Toolbars may be created by Browser Helper Objects.

Toolbar:
In a graphical interface on a computer monitor a toolbar is a row, column, or block of onscreen buttons or icons that, when clicked, activate certain functions of the program.

Toolbar:
series of selectable buttons in a GUI that give the user an easy way to select desktop, application or Web browser functions. Toolbars are typically displayed as either a horizontal row or a vertical column around the edges of the GUI where they are visible while the application is in use. Most applications use toolbars as they give the user another option aside from pull-down menus

Well, as from my perspective
as a moderate, quite-experienced user,

I would say that it is a horizontal/vertical bar which features various kinds of usage tools on it...or wud I say, a place where you find the buttons to navigate the Web. In your browser you can change the page you will get when clicking on the home button (the one with the house).
