I am a teacher who worked at a school where all of the students in the city who spoke English as a second language were transferred to. I had a 5th grade student from Cuba who told me that she needed to go to the nurse because she needed to change her bloomers (I can't remember the Cuban-Spanish word she used but I had to get an ESOL teacher who spoke Spansh to translate that part). Apparently, in Cuba women aren't able to get but a ridiculously small ration of nonadhesive sanitary napkins (communism at its finest) for each household, so they have to come up with somehting else to use. They wear layers of underwear and a pair of shorts that have an old-school style sanitary belt in them that holds a rag or piece of cloth. After some translating and discussion, my student explained this to me and she learned that she can get as many maxi pads as she needs and that the ones we have have the adhesive tape on them so she doesnt need the belt like the one my mom wore in 1960-something. We had to explain how to use them to her. She couldn't believe you could just go to the store and buy them anywhere! I thought that was interesting.

Well, I know in the US and Europe until pretty recently women made their own pads out of cloth and pinned them to their underwear, and washed them when they were done with them for re-use. I'm just guessing, but women in underdeveloped countries probably do the same.

Much the same as any civilization did before the advances of modern invention. My grandmother told me that they would sew cloths to use, and wash them out as often as necessary. Native Americans, and I imagine many other similar cultures, would use combinations of absorbant mosses and such.
So when people want to go back in time, or live in "the good old days," any woman in her right mind would decline the invitation.

when ever the tribal women start to have period cramps, they sure go to the bushes or man-made toilets as bushes and man-made toilets in the tribal area are plenty.

i remember reading about one tribe where they used moss as part of the process. i imagine it was a different moss than we have here but it would absorb things. they woulld also use rags etc i imagine except in the very poor countries where even rags would be a luxury.
