If you want to make friends you have to know how to be a friend( think of others first and have the capacity to respect and care) Most people only have a handful of true friends. The host of people we call friends are often acquaintances. Friends say nice things about you behind your back.A true friend is always there for you but is not overbearing.A true friend cannot be replaced and will create a void when they are gone.You do not get notches on your belt for having more or less friends.

If it is really friends you are looking for and not necessarily life partners or lovers, I suggest you set no limits on how they come packaged. So long as they are also sincerely looking for friends like you are, place no limit on race, colour, nationality, age, gender. When you start relating to new folks make sure they know what you are exactly looking for. Look for them on the net, pen pal listings, societies (common interest groups). Above all when you meet people in person at parties or church or where ever, make sure you, yourself are worth being a friend to - ie get a make over if necessary.
