In terms of overseas territories that are populated, the United States arguably has six. Five are fully recognized by the US State Dept., and those are Puerto Rico, Guam, American Samoa, American Virgin Islands, and Northern Mariana Islands.
In the eyes of some international law scholars, Taiwan is also an overseas territory of the USA, although the US State Dept. does not currently admit this.

I think France, followed by the UK, Australia and NZ. The French call them Overseas Departments and territories and consider them an integral part of France. So, whereas the British, Dutch, Danes etc. allow their dependencies to, say, have own national anthems, flags and such anbd compete independently in sports, the French do not. France has 12 such dependencies in all, 9 deprtments and 3 territories I think.

by the way formaly Australia is external dependent territory of GB... and I guess the GB (or maybe France) has the most external dependent territories... (there are different small islands in Pacific - and if you open the map, you'll see under the name of the island in the clammers either GB, or France in most cases...)
