Your question is a bit unclear. I'm not sure what you are asking.

I think you are saying that there is a rule that regulates how many hours per week a minor (under 18) can work, and you want to know what age you need to be in order to work 40 hours per week?

If so, I would guess that you need to be at least 16, as the government wants to protect teens and encourage them to graduate from high school so that they have a better shot in life. If you are 18 or older, they can't regulate how many hours you can work.

If you are here on a F-1 student visa, you can usually work 40 hours a week when school is not in session. Once you graduate, you can get Optional Pratical training for 1 year to work.

You should check with your school's foreign student advisor
