I think Mississippi is the most "no apologies, and proudly so." It kind of wins by default on those grounds.

Although you can make a case for either Alabama, Kentucky, Oklahoma, West Virginia, Indiana, or South Carolina, and still sound like you know what you're talking about.

Up north, "rednecks" are better known as "hillbillies".

I'm originally from Northern Indiana, and I've also lived in Colorado, Iowa, and Florida. I've traveled through the vast majority of the States east of the Rockies.

That said, I have to say that Iowa wins by far, hands down. Southwest Iowa is THE worst.

Sadly, where I live is the most redneck...which is Kentucky. Its a way of life out here. I hear those Larry the Cable guy "you might be a redneck...." jokes and have to laugh because they apply to many people I know.

Most people would say Arkansas but I've been there and it's not as bad as everyone says. The real answer is Kentucky. Drive through there sometime and you'll see exactly what I mean.
