Its quite possible.
Some race has lesser or no hair growth in pubic areas.
I've seen in Tamilnadu (India) village girls bathing in canals.
Most of them have no hairy armpits.

they are not naturally hairless. They do have a way to remove the hair. Many cultures beleive that hair should be removed from the body. It has been done for thousands of years. Your GF is right. That is why she does not agree with your.

no seriously, to girls in richer countries, hair just grows and we shave it off and it grows and we shave. We know no different. And I can't think of anyway or how they have natural unhairy armpits...
