Yes. Humans can swim faster than walking because in walking Human applies force from legs only but in swimming your whole body works. But it's a very rare case because your body needs to be packed with a lot of energy like a pro wrestler.

Well, depends on how fast person A is walking, and how fast person B is swimming of course.
The point is, it takes a lot more effort to swim the same speed as walking the same speed. A "standard" human being will always be faster on land than in the water.

yes assuming the person is walking at normal pace. a lot of swimmers can do that. if you go and watch those pro swimmers in the oylmpics you have to run to catch up to them.
