I dont know even if I have a foreskin or not. The tip of my penis has a loose skin covering which only has a small opening at the tip. So I really see no possibilty of retraction... or whatsoever. The skin formas a small pouch-like thing at the tip where every thing that comes out of my penis goes in first, then comes out of the small opening at the tip. As I said the opening is realy snmall and I do not see any possibility of retraction.
Do I just get a circumsition or what?

First of all, you do have a foreskin. Second of all, it sounds like you have the condition phimosis. Thirdly, no, you don't need a circumcision, unless your foreskin is causing you severe pain or irritation.
If you have no problems peeing or getting an erection without pain, then you don't have an immediate NEED to resolve it; however, you will probably want to have it looked at by a doctor. Even if the opening looks small, you'd be surprised by how much the opening can stretch and at some point you'd probably want to clean underneath there.
Also, if you just stretch the opening a bit everyday, after a few weeks it should be large enough to retract fully regardless. Ask your doctor because there are creams that'll help. But yeah, avoid the pain of surgery when not necessary.

Sounds like phimosis, a medical condition where the foreskin is too tight to be retracted fully.
There are all sorts of treatments for phimosis, ranging from topical steroid creams to help loosen it, partial surgical incision or even circumcision to surgically remove the entire foreskin.

they stabb u in the head with needle few times then cut off the foreskin .... gives u a paper cup(cant get erection neither) as a cover with gauge around ur shaft once in a while u have to remove and change them after wettint them with sterile disinfection ointments ... the pain from having done that at 3rd grade summer break still re triggers my journey

Have a doctor look at it. That doesn't sound right. You might need a circumcision to fix that. It should retract for sure.

U have Phimosis go for Circumscision.

get to your doctor and let him have a look first.
ask for alternatives to circumcision...
circumcision should always be a last resort!!!
