hmm..well I do believe that beauty is in the eye of the beholder. That is how everyone has a special someone b/c not everyone looks like a supermodel and if that's all anyone ever found attractive, everyone else would be screwed. Everyone has their own preferences and tastes as to what is considered "beautiful." One person may find someone absolutely stunning while another person may dub them as an ugly duckling.

Beauty may be skin deep (which means everyone's perception is different) but ugly is from the soul out...but to answer the direct question, yes, anyone can judge your beauty...some will see the outer layer...the perceptive ones will look beneath and see inner beauty, if it exists...
as the book says, though, judge not lest ye be judged...
